spring is almost here. good evening. i'm dan ashley. >> i'm carolyn johnson. let's get to meteorologist sandhya patel and live doppler 7hd. sandhya? >> dan and carolyn, not as much happening, but i want to show you where it is raining on live doppler 7hd. we have our own radar along with the national weather service radar in the santa cruz mountains. the two keeping you ahead of the storm here. and as you notice we do have a few light returns around ukiah and highway 101 as we take you into the east bay here, antioch, brentwood and livermore is getting some light rainfall out toward the altimont. it is getting wet right now. we are not completely through with the showers yet. as you look here between the sunset district area, we are seeing some very light returns. so this is how much has fallen so far. under a 10th of an inch in santa rosa. mountain view, .17. oakland, san jose, .09 of an

inch and about .07 is in concord. i will let you know if you are going to need the rain gear for the start of spring which is by the way tomorrow morning at 4:02. carolyn? >> thank you. a san jose police officer who killed a man also shot a suspected it murderer in november. police say officer bruce shot a man after officers confrontedded him in a stolen car last night. they say the driver tried to run down the officer so he opened fire. sky 7hd shows where it happened. last november officer bath -- bartholemew shot a man after a shootout that injured another officer. it is make or break time for the city of santa clara. the city council vote owed whether to move forward with the attempt to host the superbowl 2016 or 2017. it would be exciting and expensive. lisa amin gulezian is live to explain what happened.

lisa? >> the city council voted to move forward with its bid for the super bowl. >> santa clara is going all out to woo the nfl in the bid for the super bowl. the new stadium will open in 2014 and 2016 the city leaders want the super bowl to be played here. >> it is a great deal for santa clara. >> tonight the council agreed to waive a 9.5% hotel tax on the 350 rooms the staff will occupy. it will also waive a 10% ticket surcharge and a 35 cent ticket fee funding senior and youth programs and a $4.54 parking fee will be waived. >> by having fees waived it makes us more attractive. even though we have all of this to offer it is the first time we are doing this. we want to make sure we are competitive. >> santa clara is going up to host super bowl 50. miami has already hosted 10

super bowls. but sources say they can't afford to waive the hotel tax. hotel managers meantime say temporarily waiving the tax won't affect their bottom line. >> the exposure we will get here during the super bowl event will more than make up for anything that is lost. >> by exempting the rooms left to nfl employees and nfl workers they would be exempt to the tax on those rooms and that money would not be paid. >> reporter: some worry about what santa clara is is conceding in order to win this bid. but the majority of those here tonight couldn't be happier with the possibility of hosting a super bowl. >> i support the super bowl in santa clara because we know the best is in the >> reporter: and reps will take the city's bid and pitch it in person to the nfl may

prison and a 14 million dollar fine. winston lum got 13 years and a $4.5 million fine. they were convicted of forging deeds to luxury condos at one rincon hill seen here from sky 7hd. that's the big tower at the foot of the bay bridge. then they took out millions of dollars in loans against those condos. >> new at 11:00, the mystery of items disappearing from the storage units in cam del -- in campbell is apparently solved. they captured the man who committed more than 30 burglaries. here you can see some of that stolen loot. officers say they found them in a storage space represented by felipe rubio and he now faces charges. and a judge asked two psychiatrists to comam minute the -- to examine the man accused of stealing a yacht. he is accused of stealing the $2 million yacht two weeks ago and then running it a ground on a beach in pacifica. if the doctors agree he isn't

well enough to defend himself, he could end up in a state mental hospital. a grassroots effort to save the san francisco tradition of carnival kicked into high gear tonight. community groups in the mission district held an emergency meeting to save the parade and festival that will celebrate its 35th year. the nonprofit says it cannot longer hold the two-day event. the groups mobilized in an effort to get 500 volunteers together. they are also asking done -- donors to contribute $170,000. >> especially businesses in the san francisco bay area to step up and help support carnival and save it and become a sponsor for the event. >> you don't can sell christmas and you don't can sell carnival. >> at this point enough money has been raised to hold at least the carnival parade on may 26th. only on abc news, repair work on a damaged tower is expected to be completed by thursday. this video by californian gin

nearing contractors' incorporated shows workers putting on the last large radius panel. they were on track to install three more panels. sky 7hd shows the damage from january when an oil tanker sideswiped the base of the bridge in the fog. tonight hundreds of people gathered near the nevada military base where seven marines were killed in a more tar explosion. -- mortar explosion. the pentagon is moving to prevent another tragedy. john alston is in the newsroom with what happened. and john the fallout? >> as the day progressed the pentagon put a stop to all military use of 60 millimeter mortars until an investigation determines they are safe. the moratorium looks at the batch used at the hawthorne depot where a mortar exploded yesterday killing seven marines and injuring seven others.

hawthorne, nevada is a military town, and with so many marines killed and injured at once, the vigil is a community affair. >> because of men and women like these dedicated young marines, we live in a land of freedom, peace and justice. may our ceremonies deepen reverence from these comrades. >> they were from camp lejeune. they were at the army depot in the nevada desert training for warfare when a 60 millimeter mortar exploded in a launching tube. >> every loss of life is heartbreaking. whether that occurs in afghanistan, hawthorne, nevada, north carolina or anywhere else. >> this shows how troops launch mortars, although this is not video from the army base. miss fires can be stuck in the tube. the cause of monday night's explosion is unknown.

and steady rainfall. 11:00 p.m. tonight, a few showers like i said, and then as we head into the start of the morning rush hour, the rain is mainly north of the golden gate. you will see it primarily in the north bay as the cold front starts to slide south around 11:00 a.m. more widespread rain and the cold front is not going to hold together. it is going to be light to moderate rain and the front will wash out. it left a few showers for the afternoon, and it is all done by the evening. the rainfall totals right on through thursday morning look like this up to an inch in the north bay mountains. .20 to .40. in the south bay you are looking at .05 to .15 of an inch of rain. it tapers as you head toward the south. first thing in the morning, upper 40s to mid50s. make sure you have your umbrellas. it will be comfortable temperature wise, but you will need the rain gear for the start of spring. like i said, spring starts at 4:02 tomorrow morning. tomorrow afternoon it is going
